Signed Into Law: Rhode Island Expands Medical Marijuana Program

Last week, Rhode Island Gov. Gina Raimondo signed a bill expanding the state’s medical marijuana law, further nullifying federal prohibition in practice.

A trio of Democrats, Rep. Scott Slater, Rep. Patricia Serpa and Rep. Joseph Solomon, introduced House Bill 7142 (HB7142) in January. The legislation expands the state’s medical marijuana law by making medicinal cannabis accessible to patients suffering from post traumatic stress disorder.

The new law also streamlines issuance of a registry identification cards for hospice patients, cutting the time from 15 days to 72 hours. It also waives the registration fee for hospice patients and their caregivers.

HB7142 passed the House by a 67-1 margin. The Senate concurred on a voice vote. With Raimondo’s signature, the new law went into immediate effect.

Rhode Island legalized marijuana for medical use in 2006. The expansion of the state law demonstrates an important reality. Once a state puts laws in place legalizing marijuana, the program tends to eventually expand. When the state tears down some barriers, markets develop and demand expands. That creates pressure to further relax state law. HB7142 represents another step forward for patients seeking alternative treatments and a further erosion of unconstitutional federal marijuana prohibition.

EFFECT ON FEDERAL PROHIBITION

Rhode Island’s medical marijuana program removes one layer of laws prohibiting the possession and use of marijuana, but federal prohibition remains in place.

Of course, the federal government lacks any constitutional authority to ban or regulate marijuana within the borders of a state, despite the opinion of the politically connected lawyers on the Supreme Court. If you doubt this, ask yourself why it took a constitutional amendment to institute federal alcohol prohibition.

While Rhode Island law does not alter federal law, it takes a step toward nullifying in effect the federal ban. FBI statistics show that law enforcement makes approximately 99 of 100 marijuana arrests under state, not federal law. By easing state prohibition, Rhode Island essentially sweeps away part of the basis for 99 percent of marijuana arrests.

Furthermore, figures indicate it would take 40 percent of the DEA’s yearly-budget just to investigate and raid all of the dispensaries in Los Angeles – a single city in a single state. That doesn’t include the cost of prosecution. The lesson? The feds lack the resources to enforce marijuana prohibition without state assistance.

Rhode Island is among a growing number of states simply ignoring federal prohibition. Colorado, Washington state and Alaska have all legalized both recreational and medical marijuana, and 25 states now allow cannabis for medical use. With nearly half the country legalizing marijuana, the feds find themselves in a position where they simply can’t enforce prohibition any more. The feds need state cooperation to fight the “drug war,” and that has rapidly evaporated in the last few years with state legalization, practically nullifying the ban.

“The lesson here is pretty straight forward. When enough people say, ‘No!’ to the federal government, and enough states pass laws backing those people up, there’s not much the feds can do to shove their so-called laws, regulations or mandates down our throats,” Tenth Amendment Center founder and executive director Michael Boldin said.

It’s not conspiracy theory when it’s a law, now is it? People who wish their government cared about them, protected them, and prevented disease and disorder, all would expect written laws that speak to those values, but it’s just the opposite in the United States. Though you are “free” to roam from state to state, to run your own business, and grow food in your back yard, watch out! There are many laws that have been WRITTEN that, if you don’t know about, will land you in a jail, hospital, or worse, your early grave.

You read that right. Don’t you DARE grow natural medicine and tell all your friends about it. For anything to be declared medicine in the US, it must be made in a laboratory with chemicals, be patented, and the FDA must be paid millions of dollars for you to get a “stamp” of approval–then you can even advertise it on television! Don’t you dare try growing any plants either, that could undermine the energy, clothing, food, or healthcare businesses of capitalism, or the swat teams of the FDA, EPA, USDA, and maybe even DHS (Dept. of Homeland Security) will show up at your door, cart you off to jail, and destroy your “garden.”

By the way, the absolute worst “slap in the face” you can give your government is to build you and your children’s immunity naturally, without vaccines, flu shots, antibiotics, and prescription medications. No American shall deny chemical medicine–otherwise they will face the WRATH of the Chemical-Medical Industrial Complex, created by the American Medical Association 100 years ago, and enforced by forced vaccination, mandatory chemotherapy for cancer victims, and Child “Protective” Services–who will confiscate your children if you seek a second opinion after MDs and oncologists tell you how to be chemically treated by the hospitals.

Most healthy people, who live holistically, would be wise to keep it to themselves, and to only share their happy, healthy ways of living privately, while reading alternative health news for more ongoing investigations and reporting of natural remedies that actually work, methods to filter the toxic tap water, and ways to grow organic food and medicine–at home!

Remember, it’s not conspiracy theory when the government makes it a law. Here are the 8 most insane and absurd US laws regarding food, water, and medicine:

#1. Cannabis, which cures almost all cancers, is illegal in nearly every US state, as well as smoking marijuana.

#2. The FDA makes it illegal for natural supplements that prevent, treat, and even cure diseases to be advertised as such, or to say so on the labels.

#3. The FDA makes it totally LEGAL for prescription drug manufacturers to advertise dangerous, experimental, chemical-based medications on TV that have side effects worse than the conditions supposedly being treated.

#4. Growing HEMP is illegal in the USA, even though it does not contain enough THC to get “high” – and hemp can be used for building homes, for making clothing, as fuel for vehicles, for healthy food, and much more.

#5. The State of California passed a law last year (SB277) forcing all school children, public and private, to be force vaccinated, even though several vaccines and most flu shots STILL contain massive amounts of mercury (as thimerosal), which is one of the deadliest heavy metal toxins on earth, and has been definitively linked to causing autism.

#6. Most land owners in the United States are not allowed to grow vegetables in their own front yard, or government officials will visit them, destroy the garden, and possibly fine them thousands of dollars – and for proof – there are plenty of examples of this.

In the long-running global war on drugs, arguably no country in the world has suffered more than Colombia, where I have been doing business and living part-time for over 15 years. Violence, poverty, fear, destruction of families and communities, political upheaval, economic chaos – the black market has wreaked havoc throughout this beautiful land.

But today, the courageous and forward-looking leadership of Colombia has taken another giant step on its path to turning a drug that was previously so damaging into a force for global good. The Ministry of Heath has granted the nation’s first license for the production and manufacturing of cannabis for medical and scientific purposes. This first license was awarded to PharmaCielo Ltd., a Canadian corporation with operational headquarters in Colombia. As long-time Daily Bell readers and those following my work at The Wile Group know, I am a director of the PharmaCielo Foundation and a private investor in PharmaCielo Ltd.

For a number of significant reasons, it makes perfect sense for Colombia to embrace the burgeoning medical cannabis industry now, during its infancy, when the regulatory structure that will eventually frame the entire global market is just being developed. The diverse microclimates within Colombia also facilitate cultivating a wide variety of strains, each of which thrives best in slightly different growing environments.

Second, a tremendous amount of support exists within Colombia to facilitate the rapid development of a cannabis industry, from the world-class university system, agricultural/research organizations and leading engineering firms. The University of Antioquia is renowned for its third-party testing lab services that help companies extend their R&D capabilities and its impressive work to identify and investigate the nation’s diverse flora, Universidad EAFIT has an exchange partnership with Purdue’s School of Industrial Engineering and Universidad de La Salle has an innovative sustainable agriculture program for young farmers in rural Colombia, to mention just three examples.

Colombia’s agricultural success is supported by research organizations such as Corpoica, the Colombian Corporation for Farming Research, a quasi-private public agricultural research and technology organization. The nation’s massive cut-flower industry ascribes to the high environmental and social standards of the Florverde Sustainable Flowers certification as well as those set forth by the association of flower producers, Asocolflores. Finally, international trade security is guided by BASC, the World Business Alliance for Secure Commerce, which facilitates trade through internationally recognized standards and procedures.

The engineering expertise needed to develop cannabis processing facilities, required because Colombian law only allows export of cannabis oil extracts, is readily available from internationally recognized firms like Indisa S.A. This strong, broad infrastructure is part of the reason companies like Kimberly Clarke, IBM, Hewlett Packard and Citibank and have relocated or expanded into Colombia. It’s not surprising Colombia has long been an area of interest to big pharmaceutical companies for research and clinical trials, conducting initial investigations and investigating initial indications for new products.

Already the world’s second largest exporter of cut flowers, Colombia has a work force of 94,000-plus with extensive experience in the industry as well as the infrastructure and relationships in place for global exportation through major channel distributors – in many cases, the same ones who will most likely be distributing medical cannabis in markets worldwide – both of which can be smoothly transitioned to include medical cannabis as well. With coasts on two oceans, Colombian ports facilitate lower-cost sea shipping throughout the world. Air freight, already highly efficient due to the massive volume of cut flowers being exported, allows for direct, expedient shipments of goods to Europe, Asia and the Americas.

Long-Term Cannabis Use NOT Associated With Health Problems, Study Finds

The debate over whether the benefits of marijuana use are worth the risks continues to rage, as more and more states make moves to legalize it. While much remains unknown about its effects, a group of researchers recently made an important discovery that should lay some doubts to rest: Long-term marijuana use does not lead to any physical health problems. In fact, the only issue the researchers were able to link it to was a higher incidence of gum disease. For many people facing serious issues such as cancer and epilepsy who turn to marijuana, this news will be highly welcomed.

The study looked at the effect of marijuana usage on the health of 1,037 New Zealanders from the time of their birth up through middle age. They tracked metrics such as cholesterol, blood pressure, weight, lung function and blood sugar.

The study did uncover a higher rate of gum disease among regular marijuana smokers despite controlling for tobacco use. They also found that regular pot smokers were less likely to floss and brush their teeth daily than those who did not smoke. The reasons behind this are unclear, but the link between marijuana and gum disease persisted even after controlling for these dental hygiene habits.

Marijuana use does not adversely affect overall health

Gum disease aside, the subjects’ overall health was not adversely affected by marijuana.

“In general, our findings showed that cannabis use over 20 years was unrelated to health problems in early midlife,” the study states.

“Across several domains of health (periodontal health, lung function, systemic inflammation, and metabolic health), clear evidence of an adverse association with cannabis use was apparent for only one domain, namely, periodontal health.”

As a matter of fact, marijuana use was actually associated with even better health outcomes in some areas. For example, cannabis use was linked to a somewhat better metabolic performance, including a lower body mass index, better glucose control, improved lipid profiles, and a smaller waist circumference. Although the associations were small, they were quite unexpected nevertheless.

Head researcher Madeline Meier of Arizona State University was particularly surprised that no association was uncovered between the use of cannabis and poor lung function.

Study used longitudinal data

This study is noteworthy because it did not rely on self-reporting; instead, physical health exams were performed by trained professionals to reach the conclusions. It is also different from most of the other studies into this matter because it relies on longitudinal data, keeping track of the health of the same people from their birth in the 1970s up to age 38. In contrast, many studies examining marijuana’s physical health effects just use observations taken at a single point in time, which does not take into account the effects over a person’s lifetime.

It’s important to note that the study only looked at how physical health was affected by long-term pot smoking; it did not look at mental health.

While gum disease is certainly not a fun matter to contend with, people who are facing cancer and other illnesses will likely feel that this minor risk pales in comparison. The “solutions” provided by Big Pharma can cause a lot worse than that, and they often fail to alleviate people’s symptoms anyway. This finding adds to the growing body of evidence that Mother Nature provides us with the tools needed to heal ourselves and stay healthy, and now those who rely on medical marijuana can alleviate the concerns of well-meaning loved ones who question its side effects.
