China To Europe: Let’s Include The Moon In The Silk Road

There may be a new twist to China’s Silk Road economic and infrastructure strategy, one that has truly enormous geopolitical and commercial implications. First, let’s recall where exactly we are in terms of China’s Silk Road project. A few weeks ago, the first freight train from China arrived in… London. Now, Mr. J. has shared an article that indicates the return trip, loaded with British goods, has been made:

First direct London-China train completes 12,000 km run

The date of this achievement, April 29, was just a few days ago. Similarly, one can also imagine similar trips from London all the way to Vladivostok (with the appropriate stop to convert cars to the wider Russian gauge). In any case, that this means is that the Eurasian land mass is already connected. The real project is to build it out, and make those connections even more redundant.

So with that in mind, consider these two articles, which many of you noticed this week:

Will we soon build a VILLAGE on the moon? China is in talks with Europe about launching a lunar settlement

There are statements in three paragraphs that caught my attention in the first article:

As with all things in this new age of space exploration, collaboration appears to be the key to making things happen.  This certainly seems to be the case when it comes to the China National Space Administration (CNSA) and the ESA’s respective plans for lunar exploration. As spokespeople from both agencies announced this week, the CNSA and the ESA hope to work together to create a “Moon Village” by the 2020s.

Yulong and Hvistendahl indicated that this base would aid in the development of lunar mining, space tourism, and facilitate missions deeper into space – particularly to Mars. It would also build upon recent accomplishments by both agencies, which have successfully deployed robotic orbiters and landers to the Moon in the past few decades. These include the CNSA’s Chang’e missions, as well as the ESA’s SMART-1 mission.

As part of the Chang’e program, the Chinese landers explored the lunar surface in part to investigate the prospect of mining Helium-3, which could be used to power fusion reactors here on Earth….

And lest we forget, China and Europe are exploring the use of 3D Printing in their extraterrestrial human colony schemes:

In addition, its is likely that the construction of this base will rely on additive manufacture (aka. 3-d printing) techniques specially developed for the lunar environment. In 2013, the ESA announced that they had teamed up with renowned architects Foster+Partners to test the feasibility of using lunar soil to print walls that would protect lunar domes from harmful radiation and micrometeorites.

If one looks closely at these proposals, they are nothing less than the extension of the New Silk Road project concepts to space itself. And in this respect, it’s interesting the Chinese and Europeans are discussing concepts, plans, and possibilities directly with each other.

This, I submit, is another geopolitical earthquake, and it presages yet another eventuality: if Europe opts to go with China in these developments, inevitably, this will mean an economic, geopolitical, and military break with NATO and the USA. Why? Well, other than the obvious reasons, there are the not-so-obvious reasons. I and others have repeatedly said, and warned, that where there is space commercialization, there will inevitably space militarization and weaponization; one has to protect all those very expensively developed space assets from potential competitors and interdiction. China has already demonstrated a sophisticated anti-satellite capability; Russia probably has an equal if not more sophisticated capability, but they’re being typically secretive about it. Europe most likely has developed similar technologies. In any case, the point is, that rest assured the Chinese and Europeans are talking about Moon tourism, mining, permanent human colonies there, the use of 3d printing to construct such habitats.

But one can also be absolutely certain that, behind closed doors, and at very high levels, the Chinese and Europeans also have been discussing those other issues…

European Space Agency & The Vatican Reach An Important Agreement

Mr. J.H. shared this article, and I just have to comment about it; it’s one of those stories that almost begs for “high octane speculation.” Recall several months ago that there were stories about archiving humanity’s great libraries and texts in digital form on the Moon. I blogged about that story at the time, and this story certainly seems to be of a piece with that one. Indeed, I found this story so intriguing that I had difficulty trying to figure out what “category” to put it in: “Cosmic War”? “Call it Conspiracy?” “You Tell Me?” I don’t know, so I’ll let the reader decide:

ESA AND VATICAN JOIN FORCES TO SAVE DATA

According to the article, which, you’ll note, is very “low key,” very bland, very matter of fact, about what is going on:

t a ceremony held in Vatican City today, ESA and the Vatican Apostolic Library have agreed to continue their years-long cooperation on the preservation, management and exploitation of archived information.

The declaration follows a five-year activity by the Vatican Library to digitise its ancient collection using the ‘FITS’ flexible image transport system format, to ensure that future generations will have access to the books. ESA and NASA developed FITS in the 1970s, stemming from radio astronomy.

“Our collaboration is based on the common intention by our two institutions to promote the long-term preservation of images in electronic format,” said Monsignor Cesare Pasini, Prefect of the Vatican Apostolic Library.

He noted how the recent seismic events in Italy has further highlighted the importance of the preservation of information, drawing attention the need to affront changes in the technology of information storage.
(Emphasis added)

What grabbed my attention here was, of course, the last statement, for it implies that this arrangement between the Vatican Library (please note, the Vatican Library and Archives are not quite the same thing, but we’ll get back to that) and the European Space Agency is for the express purpose of preserving the Vatican’s literally two millennia of manuscripts, books, and papers in the face of some catastrophic event.

Indeed, only a couple of weeks ago I did my News and Views on the possibility that Italy was emerging as the point power, so to speak, within the European Union for a revitalization of European and Russian cooperation. Italy also has constitutional referenda looming, and then it was hit, perhaps “too conveniently,” by an earthquake which leveled several old churches and buildings. Now I’m not suggesting, for a moment, that earthquakes in Italy are all that unusual; they aren’t, but this one appeared to have been rather shallower in its depth, and given the political context, and the possible existence of tectonic or earthquake weapons, the context does make one wonder. Even the Russian foreign ministry recently warned the West about “tectonic consequences” in geopolitics if Washington continued on its present course. It was, to say the least, an unusual choice of words, especially since almost two decades ago, the then US Secretary of Defense under Bill Clinton, William Cohen, warned of such weapons falling into the wrong hands.

But I digress.

What s intriguing here, as a high octane speculation, as the world geopolitical situation continues to deteriorate, and as western culture and civilization appears to be on Mr. Global’s “target list,” is that the Vatican has teamed up with the European Space Agency at all. We’re told, of course, that this is in an effort to digitize the Vatican Library because the ESA has a technology enabling them to capture images of documents and to “flatten” the rumpled pages of old manuscripts without distortion.

Uh huh. Sure. That really does make sense…

…except I suspect that there are any number of corporations or agencies that have a similar technology. Even my own photo software has such a “flattening” capability. So why the Euroepan Space Agency?

Well, I strong suspect, and strongly suspect that you strongly suspect, that the reason is rather obvious: a space-based backup is literally being prepared, and that this is not so much about digitizing the Vatican’s enormous treasure of information, but rather about…

Recall that yesterday I blogged about an article that was sent to me by Mr. T.M., and about my hypothesis that with nationalist trends on the rise globally, that Mr. Global might be signaling shifts in the strategy, from a bottom-up Earth-based approach, to a top-down space-based approach. Well, with that in mind, consider this article, also shared by Mr. T.M.:

Russian and US engineers plan manned moon mission

In the light of my hypothesis, consider the following statements :

Both American and Russian organizations are considering ways to return to space together, as long as the political relationship between the two nations doesn’t deteriorate. The countries had been preparing to part ways after the ISS ceases operation in 2024.

NASA is developing its Orion spacecraft and the Space Launch System (SLS), a super-heavy rocket to be used for manned missions into space, possibly as far as Mars. NASA is also giving funds to companies like SpaceX to make excursions into orbit with reusable rockets.

A few years ago, the European Space Agency, (ESA) joined with NASA in a maintenance agreement to service the Orion propulsion module. But Russia, the second largest contributor to ISS, hasn’t made any commitments beyond the time when its current obligations to the station are complete.

Russia’s recent economic issues are said to have somewhat stymied the nation’s space ventures, but the largest obstacle to space cooperation may be Moscow and Washington’s current contentious relationship. Engineers at Roskomos (the Russian space agency) and NASA are working together, while traversing the problematic political terrain of their respective governments.

Russian space contractors, such as RKK Energia and GKNPTs Khrunichev, along with American companies like Lockheed Martin and Boeing, are developing several tentative missions in which both nations cohabitate in cislunar space near the Moon. Such missions may lay the groundwork for mining missions to asteroids.

Russian technologists are known to be deft at operating and developing space modules designed to sustain propulsion, as well as creating house crews, exactly the expertise the US needs. That sort of module would increase the Orion crew’s living capacity beyond the small one-room compartments currently in use.

When consulting with their American counterparts, the Russians showcased hardware that will soon be available for building deep-space living quarters. For instance, ISS’s small docking compartment, built by RKK Energia, could be adapted as a 10-ton addition to the habitat, and would include cargo space, sleeping quarters and a discrete life-support system. (Emphasis added)

But now I want you to perform a thought experiment: take that line in the first paragraph that I have italicized, and change it to this: “Both American and Russian organizations are considering ways to return to space together, because the political relationship between the two nations continues to deteriorate.” With that change in mind, read the remainder of the quotation above, and you get the idea: major global corporations like Lockheed Martin and Boeing are teaming up with their Russian counterparts Energia to design a permanent space station in orbit between the Earth and  the moon as a large-scale permanent human presence and as a steppingstone  to permanent human colonies on that planet.

Spain, USA To Share Space Monitoring Data

This very intriguing article appeared last month, two days before the “Apollo 10 Moon Music” article which we blogged about yesterday. In other words, this article and the “Moon Music” article appeared within two days of each other, and it is little things like this that cause me to sit up and take notice, and to wonder if one is not perhaps looking at a pattern of deliberate, slow releases of information that, while appearing normal and mundane in their own right, when connected to other stories about the same egenral topic that appear in more or less the same sort of time, might indicate that “something is going on out there, and it has ‘them’ concerned.” Well, in that light, consider this article shared by Mr. T.M.:

US, Spain to Jointly Monitor Outer Space Traffic

There’s a couple of paragraphs here that picqued my high octane speculation faculty, and they are these:

Nine nations have previously signed separate agreements with STRATCOM: the United Kingdom, South Korea, France, Canada, Italy, Japan, Israel, Germany and Australia, the release noted.

In addition, two intergovernmental organizations, the European Space Agency and the European Organization for the Exploitation of Meteorological Satellites, as well as more than 50 commercial satellite providers, are already participating in data-sharing agreements with STRATCOM.

What’s notable here is that the list of nations involved in the space data sharing basically constitute a who’s who of the major economic powers of the West, so Spain’s addition to this list is not that surprising. Nor is it surprising that all of this is being coordinated by STRATCOM (U.S. Strategic Command), for after all, any strategic attack from the west, whether terrestrial in origin or not, is likely to come through space.

What intrigues me more here is the participation of commercial satellite providers. Again, in one sense, this is not surprising, since any attacks on the west are also likely to be coordinated with a blinding of satellite capability of any sort, military or otherwise.
