The Divided Deep State is a Symptom, Not the Disease

If we understand the profound political disunity fracturing the nation and its Imperial Project, we understand the Deep State must also fracture along the same fault lines.

I’ve been writing about the divided Deep State for a number of years, most recently in The Conflict within the Deep State Just Broke into Open Warfare. The topic appears to be one of widespread interest, as this essay drew over 300,000 views.

It’s impossible to understand the divided Deep State unless we situate it in the larger context of profound political disunity, a concept I learned from historian Michael Grant, whose slim but insightful volume The Fall of the Roman Empire I have been recommending since 2009.

As I noted in my 2009 book Survival+, this was a key feature of the Roman Empire in its final slide to collapse. The shared values and consensus which had held the Empire’s core together dissolved, leaving petty fiefdoms to war among themselves for what power and swag remained.

A funny thing happens when a nation allows itself to be ruled by Imperial kleptocrats: such rule is intrinsically destabilizing, as there is no longer any moral or political center to bind the nation together. The public sees the value system at the top is maximize my personal profit by whatever means are available, i.e. complicity, corruption, monopoly and rentier rackets, and they follow suit by pursuing whatever petty frauds and rackets are within reach: tax avoidance, cheating on entrance exams, gaming the disability system, lying on mortgage and job applications, and so on.

But the scope of the rentier rackets is so large, the bottom 95% cannot possibly keep up with the expanding wealth and income of the top .1% and their army of technocrats and enablers, so a rising sense of injustice widens the already yawning fissures in the body politic.

Meanwhile, diverting the national income into a few power centers is also destabilizing, as Central Planning and Market Manipulation (a.k.a. the Federal Reserve) are intrinsically unstable as price can no longer be discovered by unfettered markets. As a result, imbalances grow until some seemingly tiny incident or disruption triggers a cascading collapse, a.k.a. a phase shift or system re-set.

As the Power Elites squabble over the dwindling crumbs left by the various rentier rackets, there’s no one left to fight for the national interest because the entire Status Quo of self-interested fiefdoms and cartels has been co-opted and is now wedded to the Imperial Oligarchy as their guarantor of financial security.

The divided Deep State is a symptom of this larger systemic political disunity. I have characterized the divide as between the Wall Street-Neocon-Globalist Neoliberal camp–currently the dominant public face of the Deep State, the one desperately attempting to exploit the “Russia hacked our elections and is trying to destroy us” narrative–and a much less public, less organized “rogue Progressive” camp, largely based in the military services and fringes of the Deep State, that sees the dangers of a runaway expansionist Empire and the resulting decay of the nation’s moral/political center.

What few observers seem to understand is that concentrating power in centralized nodes is intrinsically unstable. Contrast a system in which power, control and wealth is extremely concentrated in a few nodes (the current U.S. Imperial Project) and a decentralized network of numerous dynamic nodes.

The disruption of any of the few centralized nodes quickly destabilizes the entire system because each centralized node is highly dependent on the others. This in effect what happened in the 2008-09 Financial Meltdown: the Wall Street node failed and that quickly imperiled the entire economy and thus the entire political order, up to and including the Global Imperial Project.

Historian Peter Turchin has proposed that the dynamics of profound political disunity (i.e. social, financial and political disintegration) can be quantified in a Political Stress Index, a concept he describes in his new book Ages of Discord.

If we understand the profound political disunity fracturing the nation and its Imperial Project, we understand the Deep State must also fracture along the same fault lines. There is no other possible output of a system of highly concentrated nodes of power, wealth and control and the competing rentier rackets of these dependent, increasingly fragile centralized nodes.

I recently discussed the Deep State and “throwing Wall Street under the bus” with my friend and colleague Jim Kunstler.

When we speak of The Powers That Be or the Deep State, this ruling Elite is generally assumed to be monolithic: of one mind, so to speak, unified in worldview, strategy and goals.


In my view, this is an over-simplification of a constantly shifting battleground of paradigms and political power between a number of factions and alliances within the Deep State. Disagreements are not publicized, of course, but they become apparent years or decades after the conflict was resolved, usually by one faction winning the hearts and minds of decision-makers or consolidating the Deep State’s group-think around their worldview and strategy.

History suggests that this low-intensity conflict within the ruling Elite is generally a healthy characteristic of leadership in good times. As times grow more troubled, however, the unity of the ruling Elite fractures into irreconcilable political disunity, which becomes a proximate cause of the dissolution of the Empire if it continues.

Many consider it “impossible” that Wall Street could possibly lose its political grip on the nation’s throat, but I suggest that Wall Street has over-reached, and is now teetering at the top of the S-Curve, i.e. it has reached Peak Wall Street.

One of the big headwinds for Trump is the bond market and rising interest rates. Financial advisor Catherine Austin Fitts contends, “The long term bull market in bonds is at an end, and rates are going to rise and continue to rise as they should. For years Deep State insiders and others familiar with the federal government’s spy agencies have been sounding the alarm about the development of technology that enables constant, real-time electronic surveillance of anyone, anywhere, anytime (President Donald Trump, something to consider as you delve into who ordered it against you and why.)

Now, thanks to another whistleblower following in the footsteps for former NSA contractor Edward Snowden, WikiLeaks has provided the proof that these insiders weren’t kooks or conspiracy theorists – they were spot-on. (RELATED: Is Your TV Spying On You? For Millions Of Viewers, The Answer Is YES!)

According to a treasure trove of newly released documents known collectively as “Vault 7” in the “Year Zero” series, not only does the CIA conduct improper electronic surveillance, it does through using technology that can tap into smart TVs, iPhones, Android devices, and other wireless handheld technology.

“The increasing sophistication of surveillance techniques has drawn comparisons with George Orwell’s 1984, but ‘Weeping Angel,’ developed by the CIA’s Embedded Devices Branch (EDB), which infests smart TVs, transforming them into covert microphones, is surely its most emblematic realization,” said a press release from WikiLeaks.

“The attack against Samsung smart TVs was developed in cooperation with the United Kingdom’s MI5/BTSS. After infestation, Weeping Angel places the target TV in a ‘Fake-Off’ mode, so that the owner falsely believes the TV is off when it is on. In ‘Fake-Off’ mode the TV operates as a bug, recording conversations in the room and sending them over the Internet to a covert CIA server,” it added.

So in other words, even if you’ve turned your TV and devices “off,” the CIA’s technology, via wireless connections, can still transform them into listening devices, which records conversations and data and sends them to a remote CIA server for later downloading and analysis.

The government’s spy agencies, then, can literally steal any and all data they want, thereby giving them the power to create false narratives, phony email traffic, fake communiques and anything else they want in an effort to blackmail or destroy anyone they choose.

A journalist getting too close to Deep State activities? No problem – the CIA has the ability to bug their homes remotely, through smart devices, or steal their data and other information that may incriminate them, forcing them into silence.

A politician who opposes expansion of the Deep State’s power? No problem – just a few months’ worth of bugging his or her devices, and the nation’s premier spy agency has all it needs to coerce said problematic politician into playing ball.

“The CIA’s Mobile Devices Branch (MDB) developed numerous attacks to remotely hack and control popular smart phones,” said the Wikileaks press release. “Infected phones can be instructed to send the CIA the user’s geolocation, audio and text communications, as well as covertly activate the phone’s camera and microphone.” (RELATED: Amazon Echo devices spy on you in your own home… police are now trying to acquire those recordings.)

And even though iPhone held a minority share (14.5 percent) of the global market, a specialized CIA unit within the agency’s Mobile Development Branch produced malware that infects, controls and then extracts data from iPhones and other Apple products that are running iOS, like iPads and, presumably, iMacs and Macbook Pro laptops.

A similar unit is said to have targeted Google’s Android devices, which runs the vast majority of the world’s smart phones (about 85 percent, roughly).

“’Year Zero’ shows that as of 2016 the CIA had 24 ‘weaponized’ Android ‘zero days’ which it has developed itself and obtained from GCHQ, NSA and cyber arms contractors,” said the press release.

“These techniques permit the CIA to bypass the encryption of WhatsApp, Signal, Telegram, Wiebo, Confide and Cloackman by hacking the ‘smart’ phones that they run on and collecting audio and message traffic before encryption is applied.”

Watergate eventually became the story of two young rookie reporters who exposed and took down a president. Nixon.

Try to think of another major story in your lifetime where the reporters themselves took center stage, and in the process nearly eclipsed their own work. Odd.

One of them, Bob Woodward, expanded his fame. The powers-that-be permitted him to go on and, with extraordinary access, write books criticizing future presidents. Woodward became the in-house attack dog. Mr. Limited Hangout.

The other reporter, Carl Bernstein, faded into relative obscurity. Well, after all, he began exposing many journalists’ connections to the CIA. That wasn’t a productive career move. It was, perhaps, a case of him biting the CIA hand that, without his knowledge, had fed him during his Watergate investigation.

What Woodward and Bernstein didn’t know, during Watergate, was this: On the mega-corporate front, the Rockefeller proposal for world control—“free trade, no tariffs”—was advancing toward fruition, and Richard Nixon was standing in the way.

This man, a crook, a president, a liar, an insecure parody of a head of state, Richard Nixon, had gone off script. He had REALLY gone off script.

In an effort to bolster US companies and protect them from foreign competition inside the United States, Nixon began erecting tariffs on a range of goods imported into the US.

If this Nixon economic plan spread to other countries, the entire global program to install “free trade” and mega-corporate emperors on their thrones for a thousand years could crash and burn.

Nixon was a Rockefeller man. He was owned by them. He’d been rescued from financial ruin by The Family, and now he was in the White House undermining their greatest dream. You can’t overstate the degree of the betrayal, from the Rockefeller point of view. You simply can’t.

Something had to be done. The president had to go. This was the real motivation behind Watergate. This was the real op. Yes, there were sub-motives and smaller contexts, as in any major op, but the prime mover was: get Free Trade back on track, and get suitable revenge on the puppet in the White House who went off the script.

Any historian who overlooks this is an outright fool or a deceiver.

Whether the Watergate break-in was planned to serve the higher goal or was pounced upon, after the fact, as the grand opportunity, is beside the point. It was there, and it was used. It became the starting point for the Washington Post, its publisher, veteran editor, and two cub reporters to break Richard Nixon into pieces.

And if the Rockefeller people needed an inside man at the White House to report on the deteriorating mental state of the president as he heated up in the pressure cooker, they had Henry Kissinger, who was another Rockefeller operative.

The Washington Post was owned by Katharine Graham, who was herself a very close friend of the Rockefeller Family. Years later, she would be awarded a medal of honor by the University of Chicago, an institution founded by John D. Rockefeller. On her death, a paid heartfelt obituary was inserted in the NY Times by the trustees, faculty, and staff of Rockefeller University, where she had served on the University Council.

And she and Nixon already hated each other by the early 1970s.

The managing editor of the Washington Post, Ben Bradlee, was an old hand at writing promotional material, having worked in Europe crafting releases for a CIA front group. A former Naval intelligence man, he liked one of his cub reporters, Bob Woodward, who had also worked for the Navy in intelligence.

When Woodward came to Bradlee with a story about a man in a parking garage who was passing secrets from the White House/FBI about Watergate, we are supposed to believe that Bradlee naturally responded by giving the green light to a major investigation. Woodward and Carl Bernstein, another cub, would undertake it—with nothing more than Bradlee’s reputation and the future survival of the Post and Katharine Graham’s empire on the line if the cubs got it wrong.

We are supposed to believe Bradlee gave the green light, without knowing who the man in the garage was, without knowing whether Woodward could be trusted, without even getting permission from Graham to move ahead.

Bradlee, a grizzled veteran of Washington, understanding exactly what Washington could do to people who told secrets out of school, just said to Woodward and Bernstein, “You’d better be damned sure you’re right, because otherwise we’re all in trouble.”

The odds of that happening were nil. Bradlee had to know a great deal from the beginning, and he had to have Katharine Graham’s signal to move. The series of breaking stories would be spoon-fed to the unsuspecting young reporters. They would be consumed by their ambition to advance their careers. Bradlee was confident because he had the essentials of the scandal in hand—all the way up to Nixon, the target—well in advance of his two reporters.

To have proceeded otherwise—Bradlee was simply not that kind of fool. Whatever Deep Throat, the man in the garage, was dishing out to Woodward didn’t really matter. Bradlee already had it in his pocket. Deep Throat was merely a contrivance to allow the story to expand and grow by steps, and to permit Woodward and Bernstein to believe they were peeling layers from an onion.

The man behind the curtain was David Rockefeller.

After the whole scandal had been exposed and Nixon had flown away, in disgrace, from the White House for the last time, David Rockefeller addressed a meeting of the Chamber of Commerce of the European Community (October, 1975). He was there to allay their fears about Nixon’s betrayal of the new economic world order. There was really very little he needed to say. David had already created (1973) the free-trade Trilateral Commission, an exceedingly powerful force. And a new puppet, Gerald Ford was in the White House; and Ford had appointed David’s brother, Nelson Rockefeller, as his vice president.

David told the European attendees, “Fortunately, there are no signs that these anti-[free] trade measures [of Nixon] are supported by the [Ford] Administration.”

And that was that. The global mega-corporate colossus was back on track.

The temporary rip in the Matrix had been repaired.

On a far lower level of power politics, everyone and his brother were consumed with the contrails of the scandal that had driven away Nixon and his colleagues. People were congratulating each other on the expunging of a corrupt conspiracy from public life.

The real players, of course, were still in place, stronger than ever. David Rockefeller and his aides were preparing for an even greater coup. They had chosen an obscure man with zero name recognition to be the next president of the United States. Jimmy Carter. Carter would function to forward the goals of the Trilateral Commission in bold view of anyone who knew the score.

And every president since Carter, regardless of party affiliation, has supported and extended those Globalist-corporate goals. No questions asked. Obama, who fatuously remarked during his 2008 election campaign that NAFTA “needs to be revisited,” has taken his cues like any other puppet.

When, from this perspective, you examine the global takeover of land and resources by GMO agribusiness, the destruction of small family farms, the plundering of natural resources in the Third World, the use of UN “peacekeepers” and “humanitarian groups” and intelligence agencies to create a wedge, for corporations, into these areas, you see the hand of the Rockefeller plan.

When you see the destruction of currencies and the escalation of insupportable debt, the incursion of a bewildering number of UN-affiliated groups sinking their teeth into local communities all over the planet to “manage sustainable development,” you see the plan.

And when you see “free trade” and no tariffs, you see the essentials nuts and bolts of the plan.

The innocuous-sounding “free trade” policy is the number-one priority of every American president. He must do two things: rarely speak of it, and allow it to move forward. That’s all. In return, he gets to act as if he’s the most powerful man in the world.

But if he wobbles and considers taking up a position against free trade (corporate domination of the planet), he can look back and see what happened to Richard Nixon. He can learn from that example.

He can re-learn the famous words of Zbiggie Brzezinski, co-founder of the Trilateral Commission and David Rockefeller’s intellectual flunkey: “The nation state as a fundamental unit of man’s organized life has ceased to be the principal creative force: International banks and multinational corporations are acting and planning in terms that are far in advance of the political concepts of the nation-state.”

Like Jimmy Carter, a president can espouse the most wide-ranging humanitarian philosophy and ascend to a cloud of beautiful altruism, admired by all. As long as he sticks to the plan.

If not, agents and reporters coming out of nowhere will try to demolish him.

—Suddenly, a swaggering, self-congratulatory, fast-talking cowboy named Donald Trump appeared as a presidential candidate. And lo and behold, he attacked Globalism by name. He claimed he would dump it in favor of American nationalism. He repeated this oath many times. And he won the election, unseating a lifelong Globalist named Hillary Clinton.

Whether Trump intends on keeping his promises and going up against the Rockefeller colossus, he has spoken of that which must not be uttered in public: the crimes of Globalism and free trade.

He has let the secret cat out of the bag. He has made people aware…

And for that, he must be punished.
